The earth is pretty heavy and its currently spinning around at one revolution a day, which creates the sun rise. The rotational energy of the earth is about 2×10^29 Joules which is about 1,000,000,000,000 times more energy than released by biggest nuclear bomb. If you want the sun to rise in the west you have somehow get twice that amount of energy and spin the planet the other way.

Or you can just wait for the Earth’s magnetic field to flip, this is a natural process that happens every 10-100,000 years. When it happens north will become south and east will become west.
